The quality of education is to make the desired changes in a desirable and successful way in learners. In this definition, the desired changes can include the various expectations and goals that experts have from the educational system. Objectives of planners to raise the issue of quality Awareness of the success of educational systems in implementing the objectives, identifying and removing potential obstacles and problems that exist in their way, and finally finding ways that lead to Achieving its goals more and better (Khadivi et al., 2017).
The purpose of this study is to determine the extra-organizational factors in designing and validating the model for measuring the educational quality of elementary school in Andimeshk city based on grounded theory using grounded theory. The statistical population of the study consisted of 18 experts, pundits, experts in the field of primary education who have had research and study in the issues related to educational issues in Andimeshk city or have had successful experiences. The sampling was done purposefully. Corbin and Strauss (2001) method was used to analyze the data and the data were analyzed in several stages. In this study, in-depth, open and unstructured interviews have been used to collect data. , Expresses culture, society and politics.
