The aim of this Research is to find out the relationship between high school teachers organizational development and their organizational culture and participative management. Statistic Society of this Research is all employed teachers in high school in Bandar Abbas city, in 2013-2014 academic Year, the total sample of 266 high school teachers in Bandar Abbas were randomly selected out of 868 through Morgan's table. The research method was descriptive and of correlational type. The questionnaires of Organizational Culture, Participative Management and Organizational Development were used for data collection. And for data analysis Pearson coefficient correlation and multi variate coefficient polygamist regressions were used. The results showed that: there were significant relation ship between different dimensions of organizational culture and organizational development. Moreover, from among different dimensions of organizational culture, individual initiative, management support, control, reward system, and accountability are able to predict organizational development. There were also significant relation between different dimensions of participative management and organizational development, and only decision making was able to predict organizational development.
